You're not correct about Windows' origins: Today's Windows is a descendent of Windows NT (the first version of which, confusingly, was numbered 3.1). That OS was designed from the get-go to be multi-user, multi-architecture and multi-identity (which means that how the OS presented itself was just a shell; Windows was one such shell, OS/2 could, in theory, be another. Today only the Windows identity remains).
